I'm not sure what they're smokin over at the Milwaukee Department of Public Works, but it's obvious from this sign that the creative juices are a-flowin.
Apparently, were it not for the unblinking vigilance of our fine city workers, Milwaukee would be awash in a sea of highly dangerous Dog Waste.
